With JMWE, you can't move an issue between projects. The reason is that moving issues is a very complicated undertaking, as it might require changing workflows, the current status, required fields, etc.
The recommended approach is to clone the issue into the new project (using the Create/Clone Issues post-function) and then optionally deleting the initial issue.
