Hey Armindo,
As @Nic Brough [Adaptavist] says, log file says exact reason of why you are getting this error.
Try this,
  • Can be of various reasons. If log file is not being written, should be folder permissions.
  • Else, remove .osgi plugins, .bundled plugins, <Installation Directory>/work/<Catalina.out>
  • Restart JIRA and check for logs

You need to read the log file to establish why it has been locked.
