As Nic said, you can create a filter to display whatever fields you want from all the projects you have at least browse permission to. However, the field need to be available in each project.

Hi,

Thanks for the quick response, I was hoping to get a full schedule of issues and Dev time still available within our budget. To have this for each of the projects on one report.

The question is a bit too vague - "reports on all my projects" doesn't actually explain what you're looking for.

A standard answer is to create a filter for all projects and use that in gadgets and reports, but that's probably all we can tell you without more detail on what you actually want.
