Here is the solution
Log in to your Jira instance with administrative privileges.
Click on the "Jira settings" (gear icon) in the top-right corner.
Select "System" from the dropdown, and then choose "General Configuration."
In the General Configuration page, look for the "Look and Feel" section.
Within the "Look and Feel" section, there might be an option for customizing the header or logo. Look for fields or settings related to branding.
If there is an option to upload a logo or header image, use it to upload the image you want to set as the header. The exact steps and options can vary depending on the version of Jira you are using.
After uploading the new image, save your changes.

If you are a system admin of your instance you can change using the system options. It is a global change.
‘you can find this in the look and feel section/option.
