I want to create jira datacenter in Forge

Can anyone provide me with the documentation that how can i able to make forge App on jira datacenter?

Unfortunately this is not possible. For my knowledge forge is created for Cloud only.

You can't Forge development is only for the Atlassian Cloud products.
