How can I restrict most children under a parent but allow customers to see some of the children?  If I give them access to the parent, they can see all children and we don't want that.

It would probably help if you stated whether your question was for Confluence or JIRA.

What you need is an Issue Security Scheme. This way, you could select which issues are private, and which can be seen by your client. I suggest you set the default value at Private and you manually select the issues you want to show. It's less risky this way.
