I want to integrate Jira with UiPath to get the list of open issues

I am using free instance of Jira and I want to integrate Jira with UiPath for that I need to add Jira platform REST API but I am not getting that option which is under APIS AND FEATURES and select Add to give the app access to Atlassian APIs. Select the Add button under Jira platform REST API.

I can not see APIS and Features option.

Wanted to know is this option available in free instance of Jira? If yes where can I find APIS and Features option.
