Basically i would like to have a table template appear in all the user stories.
When the creator of the user story creates a new story
this table template would appear and the creator can put a Yes, No or N/A in each box
It sounds like our free app is a perfect solution for you: Issue Templates Agent for Jira. With this app, you can create templates for issues. You can create a template only with the Description field and put a table in it as needed.

The appears to be a workaround now that is referenced in the feature request for this ticket: Try adding as a default value the following markdown format:

It would still be better if the regular rich text capabilities would be supported here as well. Please vote for: JRACLOUD-78176 to get this on the roadmap.

Unfortunately tables aren't currently supported in default descriptions. To quote from another response in the community:
In Team-managed Projects...
- Tables are available when creating/editing an Issue...
- ...but not available when setting a default description (i.e an Issue template)
It looks like there are some other limitations also - default description also doesn't have coloured text, attachments, dates, or status icons.
I couldn't find much documentation on why this is - not even in this help page - but there is a feature request for this, view/vote for JRACLOUD-78176
