I have a problem with an account and want to remove it from Jira. But if I delete this account in Jira, it is still present in Atlassian. I want to know if it is possible to delete my account from Jira and Atlassian and then recreate it?

I assume you are using Jira cloud. Correct?
Yes, you can delete your account from Jira and Atlassian as well. But, due to GDPR compliance, it takes 14 days to delete your Atlassian account. So, you won't be able to recreate your account while the Atlassian account deletion is in progress.
More over, once you delete your Atlassian account, all the historical data linked to that account also will be lost.
So, it's not recommended to delete and recreate the account.

Effectively, normally I deactivate users in Jira Software when they no longer want to access or are no longer on projects. However, I have a problem with several users and I have been looking for an answer for several weeks.
The problem is this:
I have a user who is already using Jira Software. But, he changed mail for a change of post. But, he wanted to connect to Jira with his new email. Thus, he created a new account on Atlassian with his new email.
My objective is that he keeps his old account with all projects, tickets, data ... but changes the email. I make a suggestion to her via Jira to change her email. He has been on his profile to modify his email but he receives a message from Atlassian indicating that he already has (or exists) an account on Atlassian and that he cannot make the change.
As on the new mail he created in Atlassian has no data.
He has nothing on this account.
I want to know if it is possible to delete the new account he created (by default) in Atlassian and Jira and then make the change of mail?
But I can wait for the 14 day deletion.
But is it possible to change the email under these conditions?
I have made a bug on Atlassian support but they take time to respond. I think they have a lot of demand processed.
I have not yet received an answer.

In nutshell, you want to keep all the historical data of the user, but want to change the email address in Atlassian side. It's easy!
Before I explain with an example how to do it, please note that each email address is linked with a unique Atlassian Account ID (AID). When a user try to update email address, it's still retain the AID so that the user can have the historical data in the apps. So, the email update process check for if the destination email address is already linked to another AID.
Now, let's say Charlie currently have and account with email address: charlie@example.com who wants to update email to chalie.atlassian@example.com.
In this case, Charlie has created account with chalie.atlassian@example.com as well, it already linked to a new AID. Charlie has to follow the below steps.
To avoid this problem, inform the users not to create new account with the destination email address in the first place.

Jira is a tracking tool, so its always better to deactivate the user rather than deleting it, because it may have issue comments, be owner of projects. and etc...
If you really want to delete it you can, but its not recommended.
Its Better to deactivate and reactivate users.
Also, wy you need that? is something about the user You need to change?
