You can impot CSV file in OnDemand via this link:
<Your instance URL>/secure/admin/views/CsvSetupPage!default.jspa?externalSystem=com.atlassian.jira.plugins.jira-importers-plugin:csvImporter

I just noticed that you are on OnDemand. I guess importing CSV is not supported there, as it requires "JIRA Administrators" rights.
