Import from JIRA Server to JIRA Cloud, why does it not bring over all users?

Every time I attempt an import, it seems to bring in different users.

Hi Jay,

It appears that your import is failing for some reason, so I need to check your Cloud logs to see why that might be.

Therefore, I have created a ticket in our Cloud support queue so that I may get your Cloud instance information.
