I can't find any documentation on this...

Are project leads/ project administrators able to import new issues AND subtasks into a project with a CSV file? I'm being told that importing of subtasks is only available to JIRA Admins?

Yes, it's possible, but please note that JIRA has currently two CSV Importers

  • one under "Issues" top menu - it's Bulk Create - CSV Importer that is available for admin and non-admin users
  • one under "External Issue Import" in System menu - it's more powerful CSV importer that is available only for JIRA administrators

Both importers can handle Subtasks, the example of this can be found in our documentation. Please also make sure that you are using one of the newest JIRA Importers Plugin version in JIRA.
