OK, so, how do I import via CSV and what's my password forr the sysadmin account? I don't have an Administration > System page with my admin user... is this under the sysadmin account? I'm at a stale-mate, tired of scouring the web to find something that's clearly not available. Thanks.
The sysadmin account is not available to customers. Customers in the administrators group have 'Administrator' access but not 'System Administrator' access.
In order to import from CSV you can use this URL:
https://<example>.atlassian.net/secure/admin/views/CsvSetupPage!default.jspa?externalSystem=CSV
It's not fully supported yet, which is why there's no menu item.
I must say, I'm finding this is the case (secret URLs for things not in the nav) for non-trivial items. Most of my time spent looking through the docs have ended with "Ah yes, you use this unpublished link to do that." It's a bit weird. In some ways I feel like a treasure hunter, in other ways I'm left thinking is there one team making these things and another team deciding "That's not worthy, don't link it - it'll only give us more support tickets."

I can understand why you feel that way. What's happening is that the features were not considered for inclusion at the time (due to lack of resources), and some inquisitive support engineers have discovered that it's actually possible to use the features for those who really need it. Work is currently being done to properly expose these features in a polished form that we can be proud of.

I have met the same problem with you when I tested iKode Newsletter Software first time. Okay...
This is my experiences:
1. Go to login page, login in it at: http://demo.phpnewsletter.org/index.php?c=signIn
2. Click "Member ->Import Member->down the CSV file",the import your mailing list to the CSV file.
3. You can also create a category for your list.
4. Upload your CSV file to the mail list.

My company is moving from Pivotal and I'm trying to get all the existing tickets from that system into Jira. There are a few hundred tickets so recreating them is not an option. I followed the instructions to setup the CSV file for import, and now need to import the file. However, I'm receiving an error when trying to visit the URL you mentioned above. I replaced the <example> tag appropriately.
WebworkConfigurationNotFoundException{class=class webwork.config.XMLActionConfiguration, message='No such view mapping', name='CsvSetupPage.actionInfo'}
Could not find what you were looking for. Maybe you should raise an issue.

Edit:
I've also tried navigating to https://<example>.atlassian.net/secure/admin/views/ExternalImport1.jspa per your documentation and am receiving the same error.
