In Bamboo, what is difference between local agent or remote agent?

I create 2 plans, which 1 has 3 scripts that manually create 3 containers. The other create 2 containers with the 'docker addon'. 

When i tried to execute both of them simultaneously i cant, it says that i have reached my concurrent build limit.

My license has unlimited local agents, only one remote agent. Why that message??

Can anyone help me with that?
