In JIRA, how xan I list in-active users?

I have 500 users, but not all given accounts are really active. I want to give the license to other users.

Administration / User manager / Users shows last login date and login count, you can use this information

@Christian BergJust check  group that  have access to  Jira sofware  once logged as admin  go to  application > application access    you  will  see the group  that  have  all access to  your Jira  instance  click  the link  you  will  be directed  to  this  list.
