This could be anything. Your Jira is struggling to respond in time to your web browser.
You should check the application logs for any errors that could cause this.
It could also be network related.

There are various reasons for these kind of issues.
first, try clearing browser cache and validate the issue.
then check the resource uilisation on the Jira server with help of IT team. if there is high load then increase the resources as per you requirement.

Good Day!
We also faced this issue when CPU utilization hit above 90%.
Later on, we checked the logs and found that the automation rules were taking too long to run.(rule takes 2 to 5 sec to run but it taking 300 to 500 sec)
For example, we have a scenario where, when a sprint starts, the following items are automatically created:
For every story, one task and three sub-tasks.
Five ceremony issues.
Three non-project issues.
A Scrum Master efforts issue.
Additionally, some rules run in parallel.
Solutions:
We have optimized the automation rules.
We increased the server configurations (CPU cores and RAM).
