I installed Jira on an off-line server. I created the user and obtained the licensing. However, the applications locks and does not continue after setting the language. Any ideas on how to fix this?
Is JIRA using a proxy?

No it's not. I'm using a windows 2012 server.
So the URL looks like this http://jiraurl.com:8080? Are you using SSL? Also is the SSL being provided by IIS?
Thank you Brant- The solution was that our server had an outdated IE not supported by Jira. Used Chrome and it worked like a charm.
