Since our team is using Jira cloud and GitHub Enterprise server. However we don't know how to set up this function. It seems like only Jira software and GitHub Enterprise server can used for integration.

You are right as the documentation links shared above are steps for integrating Jira Server with GitHub Enterprise Server or integrating Jira Cloud with GitHub Enterprise Cloud. Although I haven't found any documentation regarding the integration of Jira Cloud and GitHub Enterprise Server in the links shared above.
Also, can you elaborate on what data you are looking to integrate? Is it only Commits, and Pull Requests or are you also looking to integrate GitHub Issues, and Epics into Jira Issues?

The suggestions from you are only applicaple for Jira DataCenter with GitHub Enterprise, however I accutally want to intergrate jira cloud for github enterprise, our company IT has help me solve this. As far as I know, the Jira admin must perform a shadow session as an admin of the Github org being integrated, I don't know more details about that, Thanks!

I believe you are incorrect. The document link I provided is for Jira Software Cloud. You may notice the URL itself says jira-cloud-administration.
What makes you think the document is not applicable to Jira Software Cloud?

@Trudy Claspill Maybe I am incorrect. Cause I can't set some configurations per the link although I have project admin, or IT can set some configurations which I couldn't. Anyway, Thank you very much!

There are multiple levels of administration access. To implement an integration between the Jira product/system/environment and another product/system/environment requires full Jira Administrator access. If you are only a project administrator then you don't have enough access to set up the integration.
