Invite button is disabled though I'm admin user

If your instance already has 10 users, the invite function will be disabled in Jira Free Plan.

Check your current user list and remove users who no longer need access to free up space for inviting new users.

Thanks Ollie for your reminder. I have already remove the unused user and below 10 users now. Still can't invite, how long it will take effective?

It should take effect immediately. You can also try upgrading to the premium trial Plan. You can cancel the trial at any time without paying.
