When we invite a new user to join JIRA they receive an email that talks about joining a team on Confluence. We do not want new users to join Confluence. How can we change the email that the new user receives so that they are taken to JIRA and not Confluence?
the screenshot seems not coming through - so just a question: is it the "Invite users" dialog you are referring to?

Other than that I am familiar with the switch ("green slider/switch") on this page which says if an user should get access to the mentioned products:

Is this the same what you are seeing?

For the first questions, yes, the screen shot is referring to when you are in the Admin screen, select Users, and then click on the Invite User button. If we want to add a user to JIRA, it looks like we need to select Basic and then make sure only the JIRA box is checked.
It looks like when I click on the Invite User button it defaults to having the JIRA and Confluence button checked. Is there a way to change that default so that none of the boxes are checked so that it forces the Admin to only check the boxes for the products they want they user to have access to?
For the second question, from the Admin screen, if I go to Product Access I noticed that green slider to give new users product access was on for JIRA and Confluence. I think that is why it is defaulting to adding new users to JIRA and Confluence. I shut those off. Hopefully that solves this issue.

I would assume so - the green slider is, from what I know, the right 'switch' to determine the behaviour.
Feel free to observe if the behaviour is now how you expect it to be for your setup. In case there is still something open kindly report back here, Community members are always here to help :)

When you click on 'Invite User', you will be taken to a page where you can control what products the invitee has access to. Can you check whether Confluence is unticked?

It is unticked. See the attached picture.
We are using the cloud version. Not sure if that means anything but I know some settings and behaviors are different in the cloud vs server versions.
We do see an option to not allow users to request access. Would unchecking resolve this issue?
