Is Jira down? Cant access any features

Is Jira currently down? I dont have access to any of the tabs in the image below, which I need to access to turn Projects on so i can see issues in different views.

Also, Goals page is blank, Teams page is blank. Tried in multiple browsers. Whole app seems broken;

Hi @Josh Smith welcome to the community.  I'm able to get into my instance and am not experiencing the issues you are having.  I've checked Atlassian's Status Page and I don't see any on going issues. Do other users at your site experience the same issue?  Just checking if you possibly tried another computer or tried rebooting.

If you're still having issues, I don't know if you're the System Administrator, but you could contact Atlassian Support and they could weigh in on this issue. 

If you're not the admin or they're not available, reply back here and we can go from there.

I hope it was just a fluke and you're back in and going again.

According to Jira Monitoring - it's fully operational now

I checked same functionality - it's working. Have you tried browser in Incognito mode?
Also, do you have paid or free site? This feature is unavailable for Free sites.

Can you clarify, what do you mean by activating Project? It's made in Jira, not in Jira Administration panel.
