Can we confirm whether the internal IDs (e.g. issue id, issue type id, project id, field id, )within our Jira instance are guaranteed to be unique? Is there any scenario in which these IDs might repeat or overlap?

Yes, the internal ID for each asset is unique within its specific type.
For example, ID 1001 can only appear once for issue IDs, but you could also have a project with the ID 1001 without any conflict.

Hi @Krishnam So if I have a ID 1002 as a project id, I could also have a ID 1002 as Issue Type ID at the same time. Is that correct? Thank you in advance!
