Is there a way to allow someone to log in to my JIRA server using their GitHub account? I have the OAuth connected to the projects I would like to use on one GitHub account, but I would like to allow other users to login with their GitHub accounts without having to create a JIRA account.
Not possible at the moment. The only way would be by heavily customizing JIRA to add your own authenticator. If you are willing to follow this path, then start here: https://docs.atlassian.com/atlassian-seraph/latest/sso.html
