Is it possible to create a workflow from an outside source?

I'm trying to explore the possibilities of using workflow in Jira to manage issues raised in another system. 

Ideally the external system would need to integrate with Jira so when an exception is raised a workflow will be created in Jira

Does anybody know if this is possible?

@Jo Martin   This is interesting, but from my experience  you would need to write your own  script(groovy, bash, or add-on) that  will  trigger  automatic workflow creation of your taste.

More also it depends whether you are using Server (on-premise)  or cloud

if your are using external server / Jira server even better and possible  without thinking of limitations.  Some of the external  applications  already have an  app that allows  you to integrate with JIRA as JIRA  is very  flexible and i  doubt that these apps will allow you to do some thing like this .
