Is it possible to customise the Description field in a Bug ticket to include section headers?

I want to impose a standardised format for bug ticket creation. I want to ensure that we follow a set template for information to be included in a Bug ticket and hoped to customise the description field to include section headers whenever creating a new bug ticket. Is this possible and if so, how do I configure this?
