Is it possible to export JIRA Software to another JIRA between different instances?

Our customer wants to use JIRA at the beginning of the project on our JIRA cloud. As they have a long-term buying-process they want to export it later 1:1 to their own JIRA after they've bought it.

Is it possible to export it without any loss of data?
