We have a checklist that currently does not show up on the issue until the field is edited and an entry to the checklist is added. Is it possible to have an empty checklist be visible without any values entered?
No. The behavior to hide custom fields with no values is core to how JIRA renders issues. Workarounds to override this tend to be fairly hack-y.
What's the use case to have the empty field displayed?
We would like to directly edit the field inline instead of going to the edit issue screen. It is a nice to have for us and understand the limitations. Thanks for the answer!

Ah, there's no perfect solution for that, but keyboard shortcuts may prove useful in this case. Specifically the . (period) key. If you hit period and then start typing the name of the field, you will be able to bring it up for editing. This is a handy feature in a lot of different contexts (getting to admin features, editing fields from an Agile board), so I'd teach it to as many users as you can.
