Is it possible to have only one task in progress per user? for one or many projects

I would like to have more control of the team, remember that you can only have 1 or 2 (optional) tasks in progress and with this you can better manage times

Would you please clarify what you mean by "have more control of the team"?  For example, are you asking about making visible when people have more than 1 or 2 issues in-progress to help limit work in progress (WIP)? 

If so, the team could see this during stand-ups by quickly filtering the Jira board, person by person, and have the team engage on why it is happening.  Measuring WIP without team discussion when it occurs could lead to unintended impacts, such as people not moving items into progress or not self-assigning them.

I think the best way is creating a dashboard where you can see all information about your team’s tasks.
