It is certainly possible to integrate Jira (Cloud) to TFS or VSTS. The two systems can be integrated bi-directionally to have complete traceability for all business requirements across the ALM ecosystem.
For example, a feature logged in TFS can be synchronized to Jira and further broken down into stories for development. Test cases/defects associated with the feature can also be synchronized in both systems and right from the completion of the story to the test results as well as logged defects – everything can be tracked from both systems.

You'll probably want to start with the add-ons in the marketplace that can help you with this, or you'll need to be building your own custom connections over the REST interface and using webhooks etc. Try https://marketplace.atlassian.com/search?hosting=cloud&query=TFS
You should ideally start with a definition of "integrate" though - what does that mean to your users? What does it do for them?

I did mean by integrate:
creating bugs via TFS, (e.g. while running test in TFS) and exporting them to relevant JIRA project
to export Work items created in JIRA to TFS

We are trying to integrate Cloud Jira with our Azure Devops (VSTS/TFS). I found few solutions from the market place but it was remained for only work items/backlogs sync.
Is there any way we can sync the pipelines data to it too to see how many DEV, QA, Prod releases happened and stuff?
Can any one help me with your suggestions?
