There is no such native solution available on cloud. You have to use the app. I can recommend to try our Issue Templates Agent for Jira which works exactly how you described: the user opens a Create issue dialog and fields defined in template are automatically filled (if you set a template as default for this issue type). You can also create a set of templates for the same issue type and user can select the one from the Template custom field.
