Is it possible to make a URL filed in Jira that is only editable by people with admin access?

My Jira instance version is 8.20.14. 

I have project in it , and in that Project I have one URL field. 

Can I customize that URL field in such a way that only Project Admins can edit that field in the tickets?

Seems like this is applicable for Cloud...Is it also applicable for Data Centre Instance?
