Is it possible to notify cc users list in jira, while updating issues to requester in a JIRA ticket?
SMTP mail server is configured at our JIRA V6.1.4.

yes - create a custom field with user picker and include that field in the notification scheme.

I tried to create the custom field with user picker, but this is only for a single user, not for multi users.
How I will do it for multi users, there is no option for multi users.
