I'm able to open each issue in jira and look for the development section for the one which have a commit/PR. I'm able to see weither it has been reviewer or just merged without review actions. Now I would like to query on a set of issues, which show me there wasn't a reviewer (eg reviewer=empty).
Jira does extend it's search ability at some level of development fields. but it does not include reviewers in it yet. you can refer below article for more details about development fields in JQL: https://confluence.atlassian.com/jirasoftwareserver/advanced-searching-development-fields-reference-973491363.html

@Leo is there still no way to filter for the reviewer? Maybe you know of a plugin or such which would enable me to do this?
