Is it possible to sync JIRA with HP ALM, when JIRA is behind vpn?

Hi All

In my project, client raises defect in HP ALM, and we have JIRA for our internal team. Our JIRA is on premise and behind vpn. We are not permitted to install any plug ins in the JIRA server, we thought about third party integrations, such as Exalate or Opshub, but our policy didnt permit us to install plug ins or make a secure channel to JIRA server. In this case, is there any way to synchronise ALM and JIRA?

I'm Francis - part of the team working on Exalate.
We are looking to create a standalone version of the Exalate for Jira Server - such that you can have the same functionality as with the add-on, but then without installing it in Jira itself.

This in combination with the private/public connection type (which allows to sync bi-directionally over a firewall without opening ports) might form up a solution.
