Is there JQL for approved pull requests but not merged?

I would like to flag issues which can have PRs merged but are are not.

I know an "approved" status does not exist, but is there a roundabout way I can accomplish something like this?

development[pullrequests].approved > 0 AND development[pullrequests].merged = 0
