Is there a way in Jira Classic Scrum to create a locked control sheet or report PDF upon completion?

We use Scrum Classic for a compliance approval process. When a document (which will be linked from a Sharepoint file) is put through the approval, a compliance officer approves it or sends it back to the author. We need to generate a locked report or file that includes the 1) name of the approver (or assignee, as we have a post-function to assign that stage to our compliance officer) and 2) the date.

Can I do with with some form or combination of a Post Function and Custom Fields/Layout?

One way to do it is with an app like our Better PDF Exporter. It can export any of your required custom fields and you can also pair it up with the free Better PDF Automation app to trigger a PDF export action when a document (represented on a Jira issue I guess) is approved.
