just to add to @Sloan N_ B_'s answer: If you're aiming to bulk-change the assignees of all issues of a project, you can use Jira's built-in bulk edit feature.

If you're open to solutions from the Atlassian Marketplace, there are more solutions available. E.g., "Excel-style" bulk editing (using copy/paste) can be done very easily in the app that my team is working on, JXL for Jira:

What do you want to update regarding users exactly?

In generall, there is no user management inside Jira projects besides the management of roles.
