Is there a way to clone a setup of JIRA to another account and enable for a user access to both accounts?

Having spent a lot of time setting up JIRA for one company (client), I'd like to simply replicate the setup and get another client set up to use JIRA in the same way.  They'd be distinct accounts, with different sub users, but I would work within both accounts as an admin user.  Easily done?  I can't even figure out how to set up a new, distinct account under the same user (myself).

EZ PEASY 

  1. Backup the clients setup.
  2. Copy the backup (zip) file to the other account.
  3. Restore from the backup.
  4. Fix all the stuff like license, server name,  etc
  5. Delete any issues or projects you don't want.
  6. Delete all users (except your account)
    For this steps I couldn't find a bulk delete, so I wrote a python script that deletes all accounts using the REST API.
