Is there a way to create a custom field that behaves like the Comments field?

I'm looking for a way to create another field that works like the built-in Comments field currently works. We have different groups that may comment on an issue and it would be useful to display the comments separately in a filter or on the View Issue screen, perhaps in another tab at the bottom. We're using JIRA 4.1.1

I don't know how to put in another comment field, but have you played with the view restrictions? The 4.1 documentation says:

1. In the 'Viewable By' drop-down, select which users wil be able to view this comment.
   The Viewable By list will include all project roles and groups to which you belong. (Note that 'All users' means everybody who uses JIRA, while 'Users' means everybody who is a member of the 'Users' project role in this project.) Depending on how your JIRA administrator has configured 'Comment visibility', the Viewable By list may include groups as well as project roles.
