Is there a way to create an issue type with the same level as an Epic

I want to create an issue type with the same hierarchy as an Epic.

Yes, you can do it with JSW Premium by configuring advanced roadmap hierarchy

You can also set some upper level(s) if needed

But you won't be able to use epic specific fields and links for children issues

No, Jira Software only supports one Epic type.
