I would like to prevent users from transitioning issues using bulk change without removing the bulk change permission so that they can update other fields. Is there a way to achieve that.
For Example: Move requires additional permission to do it in addition to bulk change permission.

Welcome to the Atlassian Community.
Unfortunately it is not possible out if the box, to prevent users from transitioning issues using bulk change without removing the bulk change permission and issue transition permission.
If you want to prevent users from transitioning issues using bulk change, you need to either revoke "Issue Transition" permission or bulk change permission. If users having these two permission, they will be able to perform transition using bulk update.
But if you don't want to restrict, then you can use workflow validators or conditions so that particular transition will be available for some set of users (Project roles).
Validators will ensure you to fill-up values in your fields.

Thanks, Deepak. Let me try that and get back. We already have validators but those are bypassed when done via bulk update. Maybe we are missing something.
