I recommended one of the third-party applications called as the Agile Test to our internal QA team in our organization. This app is utilized for our test case management.
We started using the application with a free trial. Now we are planning to purchase the license but there is a difficulty.
We only need this application for our QA team (4 members). In addition, some dev leads (3 members) might need access. But the application is allowing us to purchase the license for the overall users in the organization (45 members).
We connected with the support team of the third-party application. This license purchase condition seems to be a Atlassian marketplace policy.
I hope my explanation is clear. Just to be precise, we need the application for a max of 10 users only. So is there a way for us to purchase by only paying for the required users?

License for Plugins/3rd Party application in Atlassian ecosystem is based on total license users in your instance.
Hence, you are required to have purchase of Plugins/marketplace apps based on your JIRA license only.

Currently, the add-on license purchase is based on the user count for the main product for which the app is used.
So lets say you have 50 Jira users, but only 10 need to use a given add-on, it will still be billed for all the 50 users.

Thanks, Piyush and Karan for clarifying. But could you guys clear me on the below?
We have 45 users in Jira. But 5 users access only the Jira service management, 5 users access only the confluence and other projects. 30 users access the Jira projects.
Now I need to know how this is considered when I purchase the license of the third-party application. Will it consider the overall users count (45) or only the Jira project users (30)?
