After reaching out to our JIRA admins, I was told that there is no way to reorder our Issue Detail View. Is that true?
I have been trying to move three sections either all the way to the bottom (as they are not being used in our project) or hide them completely. Additionally, we wanted to move checklists further up so that they are below Description because that's a feature the Dev Team frequently likes to see at a quick glance.
Is this not something a Project Admin or a JIRA admin has control over?
Panel locations in Jira are static and as far as I know, not configurable.
On Server, the position is configured inside a plugin config file named atlassian-plugin.xml. You could technically download the desired plugin package (*.jar or *.obr), extract the config file from there (it's openable like a zip file), change the weight property of the desired panel(s), and put back the file into the package. Installing that "custom" version of the App will then result in new panel locations.
That will apply to every project, there's no way to configure it granularly.

I am having the exact same problem with Jira Cloud and issue checklist pro app. Want to be able to move that section up and put it below the description so that our Devs can see it easily.

I just wanted to know that your Jira Deployment either it's on DC/Server ot its on Cloud.
Based on that the configurations are different.

Items can be reordered on screen, responsible for showing "view issue" form. Some fields can be hidden, if it is needed. They can be shown and filled on issue creation, but they can be deleted from "View issue" screen.
upd. It is important, that your admins must make different screens for "create issue" and "view issue". Jira supports it.
