Is there something like Jira Issue Checklist for DataCenter to help us better organise issues?

Currently we use Jira just for IT issues but we would like to expand it to the entire organisation to act as a service center. We don't use Jira Service Management currently.

You might want to take a look at Smart Checklist for Jira. It lets you create checklists, automate recurring processes with templates (DoD, Service Desk issue handling, etc.), validate the completion of work, etc.
