Is to implement the Green Hopper to only a certain group in JIRA?

I have the tool JIRA that currently there are 300 people using, but only one team would use the functions of the Green Hopper. There are how to buy a license only for the team that will use and not for the rest of the company?

No, you cannot. In order for JIRA Agile to work, the license number must match the license of JIRA. Or else, Agile will be disabled. There has been an Improvement request on this which was closed as Won't Fix:

You can't, the licence for Greenhopper/Agile needs to match the Jira user licence numbers.

You can disable it on a project by project basis though.
