Hi All
Problem Statement
1. I have user 1 , user 2 , user 3 and I have put them in one group
2. I now have restricted issue asisgnment permission for this group
3. They cannot assign issues now , which is right
However , the requirement is to allow them to atleast assign to few users like User 7 ,User 8 and not everyone in Jira list of users
Can anyone suggest how to have conditional permission access?

Create a new permission scheme and add the "Assign Issues" permission to it and Add a condition to the permission that specifies the users that can be assigned to. For example: "User is one of User 7, User 8.", and finally apply the custom permission scheme to the relevant project(s).

I cannot create a permission scheme because the existing one will get overridden .
I have people from other teams in the same and hence I cannot create exclucively a permission scheme for this team .Please suggest some other way

Well, I would suggest you use Project Role instead of Group as Project Role way more flexible.
Create one Custom project role and assign that role to Assign Issue Permission in Permission Scheme and and all required persons to that project whoever need to access to assign issue.

but how wuld that control my assignment access?
I mean , if Preem is restricted however he can assign to Mayur only . I need this arrangement

I don't think it is possible in out of the box in Jira.

so within a project , any user spicifically cannot have restrictions to assign to only a set of users ?
Like
User A - only to U1 , U5
User B - only to U2 , U1 , U5 , U6
