Issue collector is not supported for team managed project ..is there any other way to do it ?

as I found out that Issue collector is not supported for team managed project ..is there any other way to do it . some other way so that people can create issue outside the team managed project.

Im finding this limitation a problem also - I wonder why it isn't available in team managed projects - the capabilities of the two types seem arbitrary, Is there at least a way to have a issue in jira created via a templated page creation in Confluence?

Have you tried mail handlers https://support.atlassian.com/jira-cloud-administration/docs/create-issues-and-comments-from-email/ 

If you prefer some other external sources you may try Zappier.
