On my JIRA Server 6.4.7 I set to OFF the option Allow unassigned issues.
Also I have a Mail Handler that creates issue with Assignee set to null, so the new issue is assigned to the Default Assignee on creation, is that right?
Then, my question is, when JIRA set the Assignee on creation, is it sending an Assigned event notification?
Does somebody know the way to disable this notification?

That is correct, it should go to the default assignee, which is usually the project lead but is setable per project under its settings->roles->default assignee at the top. When the issue is created, it will use whatever the project's notification scheme is set to for the create issue event. You have to edit that notification event to do that. If its using the default notification event, you cant delete it but you can clone it and then edit it. Make sure to update the project to use this one.
