Issue restoring Jira server XML Back up to cloud - Duplicate user keys

I am currently trying to migrate from server to cloud but currently unable to with the below issue.

 

Import error

There was an error importing file Archive.zip: Validation failed. Following issues were reported:

  • Duplicate user keys were encountered:

 

I have checked the cwd_user db and there doesnt seem to be any duplicate users. any duplicates have been removed.

 

I am still unable to restore this file. there are over 500 users and i cannot remove them from the XML as need the details migrated.

 

any ideas?

Issue resolved by atlassian team. Some of the application ID keys were in the wrong format
