We are having some challenges attempting to restore a JIRA instance from cloud to server.
How do we address the below error?

Hope, you managed to resolve your issue. I agree with the previous comment that it's always better to contact Atlassian Support to get an expert help.
However, as an option to have full control over your backup, you may consider integrating third-party backup tools into your work processes. For example, GitProtect, a backup and Disaster Recovery app for Jira Software, JWM, and JSM, permits easily back up your critical data to minimize the risk of losing valuable files. Moreover, with the backup solution it's easy to restore important data to the storage destination you need - restore to the same or a new account, restore to your local device, etc.

Reach out to Atlassian support. When my Jira backup wouldn't import, they had to go into the database to fix something in order to get it to work. They're the experts, you've paid for support, let them help.
